Mr. Siraj Mohammed who is the new Sports, Gender Culture and Social services Chief Officer has been accused of soliciting for 350,000 kickback by Mr. Saddam Salat, Seyuna Enterprise Ltd Director.
In a letter circulating on social media directed to the County Secretary which was received at the County registry, the director of the company claims that his company was awarded a construction contract by the county government vide an award letter referenced TRCG/RFQ/360/2018-2019 dated 12/04/2018 for construction of a livestock production office at Bura Tana signed by Mr.Siraj by then the Chief Officer Livestock department amounting to Ksh.3,770,099.
The director further claimed that they completed the construction and the engineer for the department of roads and public works made an assessment and approved a payment sum of ksh.3,446,077.57.
Mr.Salat wrote that the chief officer took away the file from the director’s office, Mr.Wambua as informed by the director and after he followed the matter he was asked to pay 10% of the actual sum of the project amounting to Ksh.350,000.00 as kickback and failure to do so they will not be paid.
In the letter to the County Secretary, the director of the company threatened to seek legal address if the issue will not have been dealt with in seven days.
It has been noted with concern that many poorly financed contractors have been unable to secure tenders due to their inability to give kickbacks.
